63.1 Policy
  The University prohibits a staff employee from making unauthorized sales to or solicitation of employees and/or the general public on University property.
  63.1.1 Unauthorized sales or solicitation may include collection of money, political campaigning, solicitation of subscriptions or the sale of merchandise, e.g., housewares, cosmetics, food tickets, raffles, etc.
    63.1.1.1 Sales or solicitations may include other actions such as display, placement, or delivery.
  63.1.2 The United Way of the Bluegrass is designated as the sole agency authorized to conduct on-campus solicitation of contributions from faculty and staff employees.
  63.1.3 Solicitation by a staff employee on behalf of any agency, other than the United Way of the Bluegrass, must be authorized by the Dean of Students, or the director of a community college outside of Lexington.
  63.1.4 Any sales by a staff employee of any kind of merchandise, publications, or services or solicitation of subscriptions, etc., other than by a staff employee whose job description includes sales by authorized stores, food services places, departments or divisions are prohibited except upon permission of the Dean of Students or the director of a community college outside of Lexington.
63.2 Delegation
  63.2.1 solicitation by a staff employee on behalf of any agency other than the United Way of the Bluegrass or sales must be authorized by the Dean of Students, or the director of a community college outside of Lexington.
63.3 Procedure
  63.3.1 Any staff employee who desires that solicitation o behalf of an agency or sales be authorized shall make the request in writing to the department head.
    63.3.1.1 The department head shall forward the request with a recommendation of approval or disapproval to the Dean of Students, or the director of a community college outside of Lexington.
    63.3.1.2 The department head may want to require specific conditions to be followed during the sales or solicitation, e.g., only during certain hours. Any such specific conditions should be included in the department head’s recommendation of approval or disapproval which is sent to the Dean of Students or the director of a community college outside of Lexington.
    63.3.1.3 The Dean of Students, or the director of a community college outside of Lexington, normally shall make a decision on the request within a reasonable time period.
    63.3.1.4 If the sales or solicitation is authorized, the staff employee may request that the authorization be written.
    63.3.1.5 The Dean of Students, or the director of a community college outside of Lexington, may require specific conditions to be followed during the sales or solicitation.
  63.3.2 Any staff employee who violates the provisions of this policy is subject to disciplinary action in accordance with the provisions of Human Resources Policy and Procedure Numbers 62.0: Disciplinary Action and/or 12.0: Separation from Employment.
